What?  No.

It's a separate site running on LJ's open source code.  Other sites that do the same thing are deadjournal and greatestjournal.

Journalfen is mainly known for being the place that won't TOS fandom wank, but it's mainly for people who are in "fandom," account creation isn't open very often, and you have to be over 18 to post.
