As I posted in your thread at the Sims 3 Forum:

There are just way too many words swimming around inside my head to describe how atrocious that dress is. When creating any outfit for the general public to download, you should always think of whether or not it's something you'd see yourself in. Of course there might just be some twisted individuals out there who would wear that....thing. I suggest anyone creating such awful looking outfits have their Sims 1/2/3 fandom revoked permanently and cast out of the Sims community indefinitely.
