Carla didn't put that notice up - Paypal did. He had nothing to do with it, other than doing the wrong thing. He's not a freesite or anything.
I'm not a paypal user (ever) but the terms of use at Paypal say that if you do anything dodgy, you get your access removed. The most likely is someone disputed something, and he tried to take the money anyway, or personally contacted the disputant, or that he can't provide information to prove his identity
