You have to realize that Japan has vastly different standards when it comes to blatant perversion.

I think the upskirts thing with little girls is more of a "cuteness" factor with them. When they get older (or not, though that's a different story) it becomes a fetish scenario. It wasn't too long ago when US culture viewed this as acceptable as well. Hell, they STILL sell the little dress/matching panty sets for small, non-school age girls.

I thought the Hamtaro games were very cute.  For the most part it was only about the hamsters anyway.  But I'm a sucker for small cute animals.
