Yes, generally they are animated.  Are they animated well?  That's up for debate.

Oh, I think the newest 20 or so are animated quite well, and I also haven't seen neckgaps in a while.
Well, it was about time that they improved, wasn't it?

But most of the animated hairs done earlier are just crappy, suddenly only the lower half of a ponytail moves, the upper one is stiff. Or the whole skalp is moving, not only the bangs. Or the whole ponytail is flying up and down instead of moving just a little bit, matching the sim's movements.
