A pair of full-cut panties on a little girl without a bra does not bother me in the slightest.  I didn't wear a bra til I was 9 or so, and I was a fairly early bloomer.  I've actually got a set of panty-only girls underwear from MTS2.  The cut of the cami/bikini sets actually bothers me more than a kid's underwear being just bottoms.

I personally cannot stand "writing" on the rear-end of any little girl's clothing.  I have a daughter (under 10) and I don't think anyone should be gawking at this part of her body, much less attracting attention to it!
