That'd be something like a website (free, naturally) which hosts meshes and templates. Possibly tutorials, because frankly, I hate looking in half a dozen places only to find out that nobody has the one I need anyway.
So, this site would host meshes with a recolorable texture. This would be resource only.
Any idiot could then download the mesh, open the texture in their favorite program, and make whatever fashion travesty they wanted. The same with objects, such as templates for bedding, chairs, etc.
Creators for actual clothing and recolours would need to host their shiny things elsewhere, but everyone could visit Mr Common Repository on an equal basis.

Maybe that's part of EA's reason for fence sitting. Imagine if everyone did work together. CC would easily beat Maxis content in style, form and function. Who'd buy a stuff pack then?
