Never thought I'd agree with that statement, but yeah, it sort of does. It looks painful, and not just to the eyes. The top looks just about ready to disembowel her if she even thinks about bending forward, the whole thing has a metallic look, the colours are terrible, and I don't even care to know how the whole thing is supposed to actually stay on. Between that and the off-center bellybutton, this must be the worst outfit I've ever seen for this game, hands down.
I can only hope that this is an ancient download, maybe one of the first pieces of cc for the game? Somehow I doubt it though. This is TSR after all...

No, no. Her bellybutton is where it's supposed to be. It's the point of the skirtthingamajiggy that's off-center. Not that it matters one bit- I'd put my self-sim in the meat slab dress before I'd put her in that "outfit".
