Go to Gos where Oepu posted his bolero clothing, you'll read that he extracted it from the formal child dress upper part. That TSR creator did way less as (s)he only modified the dress a bit.

I don't know what appalls me the most. The total lack of any seams, the inadequate nipple coverage, the gaps in the green top or the fact that the bottom of her swimsuit is climbing into her vagina on one side and hanging down her inner thigh on the other.
