It might have happened already, but we'll never know because the site owners would be too embarrassed that they didn't have any power over Maxis.  They'll probably post something on their sites like "please don't download from the exchange, they took our stuff illegally and it's wrong."

That's pretty hilarious and awesome. It does look like maybe Maxis/EA is subtley expressing how they feel about this whole copyright issue.
