I dunno. We have CEOP over here in the UK, not sure if there is an EU-wide law though. Would COPPA not kick in if the children in question are in the US? (snerp)
I think it'd still be illegal for an American child under the age of 13 to sign up. Being American, you have to abide by America's laws no matter where a website is registered/hosted/whatever. As long as you and your computer are in the U.S., you must abide by U.S. law. Unfortunately, this is only T$R's problem if A. Sweden has a law similar to COPPA with similar age constraints and/or B. if they catch an American member under the age of 13 on the site without parental consent. Are there any Swedish people here who could help out?

Sweden does not have a law similar to COPPA. It's ok for kids to sign up. But it's not ok if the kids pay for stuff without parental consent though.
