It literally looks painted on, like someone just took a red paint brush and went to work. 

I was thinking it was supposed to be Saiyan hair, so the anime theory is probably not far off. Either that or it's supposed to be the result of making out with an electrical outlet.

And in today's weather, the area of Sweden can expect frequent showers of cluster F bombs, punctuated with mushroom clouds and a possibility of hail. 

Not from what I've gathered, seems like only the Sims3Pack format has been hit.
