It's a mystery. Peggy has never commented on it. It was found on the Exchange where some Russian user had a sim with that hair and put it up. Then someone at Garden of Shadows somehow managed to find it? No clue.

It does replace the bob hair which I think is actually fairly tasteful. It's an odd choice for one to replace. I would think Peggy would have picked something weirder and less cutesy to replace.
