Since I don't download celebrities, or even Sims very much, I take it Chaz does his by converting a photo to a custom skin tone?  Or is it costume makeup?   If they're custom skintones I take it that's the reason for the strange breeding results?

Just curious.  I have no intention of downloading or even getting within eyeballing range of a Chaz sim.

Yeh, new skintone for every sim.
It's basicly the same body on every skin, with a new face.

 Yep it is a skin tone, you if breed them you get a  a baby with some scary screwed up face full of make up.

 And those shirts are very amature ( sp? ), that is the kind of stuff people make when they first start creating. I am all for new T shirts but don't expect to get payed for something a 12 can make in 10 minutes.

Yep, skintones. I know it because i downloaded some Chaz's sims a while ago (DON'T JUDGE ME!!!!I ONLY GOT THE SKINTONE!!!!) And those are hyper-crappy too, all ultra wrinkly and realistic.

She did, but technically, realism isn't something you want in the Sims. Makes things look shitty. 
And wrinkly, too, for that matter. If those sims started making the regular Ridiculous Sim Facial Expressions, they would end up looking like that Tak demon in Desperation after he's been in someone's body for awhile.

Chaz truly proves the case for not tweaking the face templates to much unless you know what you are doing like Katu Pooklet, or Selzi. It looks like he/shit took every one of the sliders in the face modification section of CAS/Bodyshop and slid it all the way to the right. These would not be out of place in an Uglacy Challenge.
