Its anime hair....alot of anime guys have goofy hair like that, or very long, very feminine hair.

Why do so few creators design hair that  normal guys wear- the only two I know of are Nouk and HystericalParoxsysm - most Peggy, XM, Newsea and Raon hairs are horrible for normal sims- If i am playing Llloyd from Tales of Symphonia in my game they are great but, Joe Scmoe forget it - And I have only been able to find a few SAU recolors that are not posted to TSR.

No kidding, Dstar. I see a few guys with long hair around -- chin length or longer, and it just sort of hangs there, it isn't done up in a massive bouffant that would take enough hairspray to kill a horse at 50 paces. Mostly, though, guys have short hair in various styles. My Sim males use about 5 different hairstyles, and it makes me sad.

I use one or two Peggy Hairs for guys the windblown one from a few donation gifts ago and he spiky tall one from a few gifts ago- other than that her hairs usually send my male sims into hysterical fits of laughter the minute they look in the mirror- kind of like Maak or Ulkhrnsn male () clothing.

Most of the hair for guys looks either prettyboy (fine, silky looking hair that looks like they spend hours conditioning it) or else it looks like Anime hair.  Or both!  I think it's because so many folks who play Sims enjoy making those boys that look almost like girls.

I use all of HystericalParoxysm's hair for men, AlfredAskew's close cropped curls, some of dustfinger's hair, melody9's conversions for male sims, and Maxis.  Not as much choice as for female sims, but enough that all my male sims don't look alike.  And DJ_Mur's OFB curls too. 

edit: And AmberDiceless' Aziraphale curls.  All of the above are normal, human looking hairstyles.

Aikea Guineas hairs over at her LJ Headhunter and the other re-texture/converion/edit of the K&B hairs are punky enough and come in enough wild colors that they look good on Punk, Goth, or Grunge sim guys but normal looking enough that they don't look silly with a business suit.
